The LEADS Report

  • The Commerce and Industry Ministry and Deloitte launched the LEADS index in 2018.
  • It was inspired by the World Bank’s Logistics Performance Index (LPI) and has changed over time.
  • It rates states based on the quality of their logistical services and efficiency, both of which are indicators of economic progress.
  • The quality and capacity of vital infrastructure such as roads, rail, and warehouses, as well as the operational ease of logistics, are used to rank states.

Key Highlights of the 2023 Report 

  • ‘Achievers’ Category: ‘Achievers’ include states such as Andhra Pradesh, Gujarat, Karnataka, Tamil Nadu, Haryana, Punjab, Telangana, Uttar Pradesh, Assam, Sikkim, Tripura, and UTs Chandigarh and Delhi.
  • Maharashtra switched from ‘Achievers’ to ‘Fast Movers,’ while Odisha shifted from ‘Achievers’ to ‘Aspirers.
  • ‘Fast Movers’: Kerala and Maharashtra are coastal states; Madhya Pradesh, Rajasthan, and Uttarakhand are landlocked states; while Arunachal Pradesh and Nagaland are North Eastern states.
  • ‘Aspirers’ include Goa, Odisha, West Bengal, Bihar, Chhattisgarh, Himachal Pradesh, Jharkhand, Manipur, Meghalaya, Mizoram, and UTs such as Daman & Diu/Dadra & Nagar Haveli, Jammu & Kashmir, and Ladakh.
