Initiative "One Nation, One Challan"

While hearing a PIL on the subject, the Gujarat government informed the High Court that it is establishing virtual traffic courts under the ‘One Nation One Challan’ initiative.

One Nation, One Challan is a Ministry of Road Transport and Highways initiative.
It aims to bring all related agencies, such as the traffic police and the Regional Transport Office (RTO), onto a single platform to allow for seamless challan collection and data transfer.
The integrated system detects traffic violations and retrieves the registration number of the offending vehicle from applications such as VAHAN and SARATHI via the CCTV network.
An e-Challan with the appropriate penalty amount is then generated and sent to the mobile number associated with the vehicle.

Since January of this year, the initiative has been operational in three commissionerate areas in Gujarat: Ahmedabad, Rajkot, and Surat, with implementation in Vadodara currently underway.

Prior to the integration, details of vehicle ownership from a different state could not be accessed for penalization via the CCTV network.
With the help of NIC servers, the integration of all states’ RTO data and traffic police data allows access to vehicle registration and related data for violators from different states.
Challans will be sent directly to the vehicle’s registered mobile number.
NIC is planning to launch its own e-Challan delivery application.

The goal of virtual courts is to eliminate the need for litigants to appear in court.
An accused can look up their case on the website of the virtual court. When the fine is successfully paid, the case is marked as disposed of.
For the time being, one court is being designated as a virtual court for the entire state of Gujarat.
